The “new work stations”..is there an example or a picture of what is in mind? Or are they simply my choice of new tables?
The chairs stay?
The ‘new work stations’ have already been completed with new furniture (including chairs) and they’ll stay; the ‘trash receptacle’ is already there, too. Please feel free to come by and have a look.
What type of fencing. Is there an example or a predetermined kind?
Height? 5 or 6 ft.
From the diagram, the planned fencing is vinyl, 5.0 ft, ‘Alexandria’, pyramid caps, colour is ‘adobe’ from this company:

It appears that what you are after is hardscaping and fencing, though I do see 2 different shrub types planted on either side of the fence. I know that both the new workstations and covered walkway are already there.
Is this a correct reading of the plan?
That is correct: the majority of Phase 2 of the project involves hardscaping and fencing with some planting of shrubs. The plant list has been updated: please see the design package for the specifications. You will also note the materials requested (fencing/pavers etc.) in the plans.

Yes, as required.
3. Is timing based on availability of plants or do you have a deadline in mind?

In the plan there is mention of stump removal and a replacement of the fence along Drummond street. Are both of these items to be included in the phase two quote along with the patio/seating wall?
In the notes of the design package, “old ash stumps (2) and root balls to be excavated and removed” was something that took place in Phase 1 of the project, completed in 2022 and is not to be considered for Phase 2. The “new work stations” on the south/canal side of the library have been installed already.
The replacement of the fence along Drummond St. is part of Phase 2 of the project. (Please refer to the design package for more detail.)
